Professor Miller’s recommendations are summarized in an analysis memorandum that was presented to the Ministry of Justice of Vietnam and the drafters of the Law on Lawyers for revision before consideration by the National Assembly. The draft law seeks to provide a comprehensive framework for legal practice, to improve the independence and professional responsibilities of lawyers, and to clarify the state’s management over the legal practice.

In a letter to Professor Miller, the program manager for ABA-Asia, Adria Warren, stated: “With the benefit of your insights, we were able to provide this assistance at a pivotal time as the National Assembly begins to consider the draft law...”

Each of the individual ABA-member assessors who commented on the report also submitted a range of suggestions. In general, the experts universally agreed that implementing the Law on Lawyers in Vietnam is a significant move towards creating a successful and efficient legal profession there. Professor Miller provided his comments and suggestions on a pro bono basis.

Professor Miller teaches Professional Responsibility at TJSL, is a Senior Academic Support Instructor, and practices private civil law.
